“As the country celebrates National Literacy Day, I reiterate my call to mobilize local government units (LGUs), through the local school boards, to achieve zero illiteracy. While the 2024 Functional Literacy, Education and Mass Media Survey (FLEMMS) shows that 7 out of 10 Filipinos are functionally literate, we need to provide interventions for those who are yet to achieve functional literacy. And as we continue to address the education crisis, we also need to ensure that our learners achieve functional literacy by Grade 3.
