Gatchalian Welcomes Ratification of Flexible Teaching; Ends ‘One-Size-Fits-All’ Curriculum

The Department of Education will no longer be confined to a ‘one size fits all’ approach in implementing the basic education curriculum, Senator Win Gatchalian assured.

The Senate recently ratified the bicameral conference committee report on the disagreeing provisions of House Bill No. 5939 and Senate Bill No. 1899, providing that the approach deemed most effective by the DepEd shall be employed in the basic education curriculum.

The ratified measure amends the Enhanced Basic Education Act of 2013 (Republic Act No. 10533), or the K to 12 Law, which mandated the spiral progression approach. Under this framework, learners are introduced to basic concepts early on, which are revisited, deepened, and expanded in complexity across succeeding grade levels.

The Second Congressional Commission on Education’s (EDCOM II) Final Report, however, emphasized that the spiral progression approach forced teachers to become generalists instead of being subject experts, especially in subjects like Mathematics and Science. This resulted in congested instruction and the failure of learners to master foundational skills and knowledge.

“Upang matuto nang husto ang ating mga mag-aaral, kailangang tiyakin nating ginagamit ng ating mga guro ang pinaka-epektibong paraan para sa pagtuturo,” said Gatchalian, co-author and co-sponsor of Senate Bill No, 1899.

Hindi na magiging limitato ang Department of Education (DepEd) sa isang ‘one size fits all approach’ sa pagpapatupad ng basic education curriculum.

Ito ang tiniyak ni Senador Win Gatchalian matapos ang ratipikasyon ng bicameral conference committee report na nagresolba sa pagkakaiba ng House Bill No. 5939 at Senate Bill No. 1899. Sa ilalim ng ratipikadong panukala, maaari nang gamitin ng DepEd ang mga paraan ng pagtuturo na itinuturing nitong pinakamabisa sa pagpapatupad ng basic education curriculum.

Inaamyendahan ng ratipikadong panukala ang Enhanced Basic Education Act of 2013 (Republic Act No. 10533) o ang K to 12 Law, kung saan ginawang mandato ang paggamit ng spiral progression approach. Sa ilalim ng framework na ito, pinag-aaralan ng mga mag-aaral ang mga basic concepts sa maagang edad, binabalikan ang mga konseptong ito, pinalalalim ang pag-unawa, at ginagawang mas komplikado sa iba’t ibang grade levels.

Ngunit batay sa Final Report ng Second Congressional Commission on Education (EDCOM II), napilitan ang mga gurong maging mga generalists sa halip na maging mga subject experts, lalo na sa Mathematics at Science. Nagdulot ito sa isang masikip na curriculum at ang kabiguan ng mga mag-aaral na matutunan ang mga foundational skills at knowledge.
