Senate President Win Gatchalian said the Senate will continue to exercise strict oversight of the country’s infrastructure spending to safeguard public funds and ensure every peso delivers tangible benefits to Filipinos.
The Department of Budget and Management (DBM) has earlier reported that the government remains on track to meet its P1.3-trillion infrastructure spending target this year despite a five-month slide in public works disbursements.
“This highlights the need for stricter scrutiny of government infrastructure spending. The Senate will continue to uphold the transparency and accountability measures we embedded in the budget,” said Gatchalian, who, as former chair of the Senate Committee on Finance, spearheaded landmark budget reforms to strengthen fiscal transparency and accountability.
DBM data showed infrastructure spending declined by 42.9% to P269.4 billion from January to May, compared with P471.5 billion in the same period last year due to stricter review of infrastructure projects.
“Infrastructure spending is a key driver of economic growth and job creation. We will ensure that public works funds translate into real economic gains, free from the leakages that have plagued past projects,” he added.

Sinabi ni Senate President Win Gatchalian na patuloy na magpapatupad ang Senado ng mahigpit na oversight o pagsusuri sa mga gastusin sa imprastruktura ng bansa upang protektahan ang pondo ng bayan at matiyak na ang bawat piso ay naghahatid ng tunay na pakinabang sa mga Pilipino.
Matatandaang iniulat ng Department of Budget and Management (DBM) na nasa tamang landas pa rin ang gobyerno para maabot ang P1.3 trilyong target sa paggasta para sa imprastraktura ngayong taon, sa kabila ng limang magkakasunod na buwang pagbaba sa disbursement para sa mga proyekto sa public works.
“Talagang kailangan ng mas mahigpit na pagsusuri sa mga gastos sa imprastraktura ng pamahalaan. Kaya patuloy naming itataguyod sa Senado ang mga hakbang para sa transparency at accountability,” ani Gatchalian, na dating chairman ng Senate Committee on Finance na nanguna sa mahahalagang reporma sa budget upang palakasin ang fiscal transparency at accountability.
Ipinakita sa datos ng DBM na bumaba sa P269.4 billion mula 42.9% ang gastos sa imprastraktura mula Enero hanggang Mayo, kumpara sa P471.5 billion ng parehong period noong nakaraang taon dahil sa mas mahigpit na pagsusuri sa mga proyektong imprastraktura.
“Ang paggastos sa imprastruktura ay isang pangunahing tagapagsulong ng paglago ng ekonomiya at paglikha ng trabaho. Titiyakin natin na ang pondo para sa mga proyekto ng public works ay magdudulot ng tunay na pakinabang sa ekonomiya at hindi masasayang dahil sa katiwalian sa mga proyekto,” dagdag niya.
