Senate President Win Gatchalian said the Senate is strongly committed to undertaking a timely, transparent, accountability-driven process to scrutinize the proposed P7.2 trillion 2027 budget.
“As we will soon begin committee deliberations on the proposed national budget for next year, the Senate will be guided by a strict focus on public trust, fiscal responsibility, and timely execution,” Gatchalian said.
The Senate President made the statement following the recent turnover to the Senate of the 2027 national expenditure program (NEP) by the Department of Budget and Management (DBM).
“Our goal is simple, and that is to ensure that every peso counts with the help of mechanisms for transparency and accountability. Whether it is allocated for education, healthcare, infrastructure, social protection, or job creation, every peso in the 2027 budget must directly benefit the Filipino people and drive inclusive economic growth across the country,” he added.
In addition to ensuring transparency and accountability in the budgeting process, the Senate’s final output would include strict safeguards to that end, emphasized Gatchalian, who spearheaded landmark reforms in the budgeting process for the 2026 General Appropriations Act.

Sinabi ni Senate President Win Gatchalian na nakatuon ang Senado sa napapanahon, malinaw, at may pananagutang proseso sa pagbusisi ng national budget para sa susunod na taon.
“Sa pagsisimula natin sa committee deliberations sa panukalang pambansang budget sa 2027, magiging gabay ng Senado ang tiwala ng publiko, fiscal responsibility, at napapanahong pagpapatupad ng mga programa,” ani Gatchalian.
Ito ang naging pahayag ng senador matapos na mai-transmit ng Department of Budget and Management (DBM) sa Senado ang 2027 National Expenditure Program (NEP).
“Simple lang ang layunin natin: tiyakin na ang bawat piso ay may halaga at may malinaw na mekanismo para sa transparency at accountability. Mapunta man ito sa edukasyon, healthcare, imprastraktura, social protection, o job creation, kailangang direktang mapakinabangan ng mga Pilipino ang bawat pisong nakalaan sa 2027 budget at makatulong ito sa inclusive economic growth,” dagdag niya.
Binigyang-diin ni Gatchalian na bukod sa transparency at accountability sa proseso ng pagba-budget, dapat magkaroon din aniya ng mahigpit na safeguards. Si Gatchalian ang nanguna sa mahahalagang reporma sa proseso ng pagba-budget para sa 2026 General Appropriations Act.
