Gatchalian Seeks Improved Quality Assurance, Deeper Analysis of Licensure Examination for Teachers 

Senator Win Gatchalian is seeking reforms that will improve the quality assurance and analysis of test items in the Board Licensure Examination for Professional Teachers (BLEPT).

Under Senate Bill No. 52, which seeks further amendments to the Philippine Teachers Professionalization Act of 1994 (Republic Act No. 7836), Gatchalian seeks the release of the licensure examination questions and answers to the Teacher Education Council (TEC) which is mandated to improve the quality of teacher education and training in the country. 

“This will enable the TEC to do a deeper analysis on the issues and problems being experienced by our Teacher Education Institutions. It’s important for the TEC to have information on the results of the licensure examinations so they can make the appropriate recommendations on how to adjust our curriculum,” said Gatchalian.

Gatchalian also seeks the release of the licensure examination test questions and corresponding answers, including the performance of Teacher Education Institutions (TEIs) within 15 days from the release of the results.

The Second Congressional Commission on Education further proposes engaging qualified test item writers, reviewers, and assessment experts with relevant training in curriculum standards and educational assessment.


Pinaigting na Quality Assurance, Malalim na Pagsusuri sa Licensure Exam ng mga Guro Isinusulong ni Gatchalian 

Isinusulong ni Senador Win Gatchalian ang mga reporma upang mapaigting ang quality assurance at pagsusuri sa mga test items sa Board Licensure Examination for Professional Teachers (BLEPT).

Sa ilalim ng Senate Bill No. 5 na layong amyendahan ang Philippine Teachers Professionalization Act of 1994 (Republic Act No. 7836), isinusulong ni Gatchalian ang pagbibigay sa Teacher Education Council (TEC) ng mga licensure examination questions and answers. Mandato ng TEC na iangat ang kalidad ng teacher education and training sa bansa.

“Makakatulong ito sa TEC upang magkaroon sila ng mas malalim na pagsusuri sa mga isyu at hamong kinakaharap ng mga Teacher Education Institutions. Mahalaga para sa TEC na magkaroon ng sapat na impormasyon sa mga resulta ng licensure examinations upang magkaroon sila ng akmang mga rekomendasyon sa pagreporma sa ating curriculum,” ani Gatchalian.

Iminumungkahi rin ni Gatchalian ang paglabas ng mga resulta ng licensure examination test questions at mga kaukulang sagot, pati na rin ang performance ng mga Teacher Education Institutions (TEIs) sa loob ng 15 araw pagkalabas ng resulta ng naturang exam.

Iminumungkahi naman ng Second Congressional Commission on Education ang pagkakaroon ng mga qualified test item writers at assessment experts na mayroong angkop na pagsasanay sa curriculum standards at educational assessment.
