“The new BIR tax audit system finds the right balance between revenue collection efficiency and protection of taxpayers’ rights, especially those of micro, small, and medium enterprises. By preventing multiple and overlapping investigations into the same taxpayer, the BIR is reducing the administrative burden of MSMEs. This is important if the government wants to enhance ease of doing business in the country, which is necessary in encouraging tax compliance and attracting new investors.
