To help ensure that aspiring teachers receive quality education, Senator Win Gatchalian pressed the need to close down Teacher Education Institutions (TEIs) that have not produced Licensure Examination Teachers (LET) passers.
Citing data from the Teacher Education Council, Gatchalian flagged that 200 TEIs have not produced LET passers for the secondary level for 2024, while 121 had no passers for the elementary level. To date, 397 teacher education programs are recommended for closure, according to the Commission on Higher Education (CHED).
In 2024, CHED Memorandum Orders (CMO) 74 to 80 and 82 were amended to ensure the quality of pre-service education in the country. Under the amended CMO, TEIs that are consistently non-performing and non-compliant with the CHED’s minimum standards will be issued a notice of immediate closure.
CHED, however, has not fully enforced the policy, citing resistance from the TEIs that take legal action to prevent their programs’ closure.
“We’re wasting the time of potential teachers by not giving them the best education. That’s the reason why we urge the CHED to close them down,” said Gatchalian, author of Senate Bill No. 52, which seeks to amend the Philippine Teachers Professionalization Act of 1994.

Upang matiyak na ang mga nagnanais maging guro ay tumatanggap ng dekalidad na edukasyon, iginiit ni Senador Win Gatchalian ang pangangailangang ipasara ang mga Teacher Education Institutions (TEIs) na walang ipinapasa sa Licensure Examination for Teachers (LET).
Batay sa datos ng Teacher Education Council, sinabi ni Gatchalian na may 200 na TEI na walang naitalang LET passers para sa secondary level noong 2024, habang 121 naman ang walang naipasa sa elementary level. Sa kasalukuyan, 397 na teacher education programs ang inirerekomendang ipasara ng Commission on Higher Education (CHED).
Noong 2024, inamyendahan ang CHED Memorandum Orders (CMO) 74 hanggang 80 at 82 upang matiyak ang kalidad ng pre-service education sa bansa. Sa ilalim ng inamyendahang CMO, ang mga TEI na palagiang hindi umaabot sa pamantayan at hindi sumusunod sa minimum standards ng CHED ay bibigyan ng abiso para sa agarang pagpapasara.
Gayunman, hindi pa ganap na naipatutupad ng CHED ang patakarang ito dahil sa pagtutol ng ilang mga TEI na nagsasampa ng kaso upang pigilan ang pagsasara ng kanilang mga programa.
“Sinasayang natin ang oras ng mga nais maging guro kung hindi natin sila bibigyan ng pinakamahusay na edukasyon. Kaya naman hinihikayat natin ang CHED na ipasara ang mga TEI na ito,” ani Gatchalian, may-akda ng Senate Bill No. 52 na naglalayong amyendahan ang Philippine Teachers Professionalization Act of 1994.
