Senate President Win Gatchalian urged the Department of Agriculture (DA) and the Department of Social Welfare and Development (DSWD) to ramp up mitigation measures to cushion the agricultural and other vulnerable sectors from the ill effects of a severe El Niño phenomenon.
“This can be as bad as the Iran conflict, in which tumaas yung presyo ng langis. So we really need to make sure na ang gobyerno ay handa pagdating ng El Niño,” said Gatchalian at a Senate hearing on the proposed 2027 budget of the DA and its attached agencies.
He pointed out that data from the Philippine Statistics Authority showed that agricultural damage from El Niño has already reached ₱6.86 billion as of September 30 this year, destroying 163,812 metric tons of agricultural products across 249,028 hectares of farmland nationwide. The dry spell has directly impacted more than 223,214 farmers and fisherfolk, prompting multiple provinces to declare a state of calamity.
In a worst-case scenario, around 4.6 million of the country’s estimated 10.4 million farm workers could suffer severe impacts, the DA said.
The Senate President made a similar call to the DSWD during a separate hearing on its 2027 proposed budget. He said the number of poor Filipino households could rise substantially unless adequate social support is provided by the government. “Baka hindi natin maaabot yung target sa poverty reduction,” he said.
To help address the issue, the looming adverse impact of El Nino is one of the issues that will be tackled by the Reinvigorate Investment and Sustainable Economic Growth (RISE) ad hoc committee, he added. Sponsored by Gatchalian, the creation of the ad hoc committee was intended to formulate legislative measures that would address the prevailing economic slowdown.
