“The persistence of student ‘mass promotion’ among our schools, despite the absence of an official policy, will inflict an irreversible damage to our learners. This approach runs counter to our commitment to ensure that no child is left behind. Hindi magwawakas ang krisis sa edukasyon kung magpapatuloy ang ganitong sistema.

Learners should achieve the required proficiency before they move to higher grade levels. Interventions such as the ARAL Program should help struggling learners. Let us mobilize our local government units to ensure that our learners achieve functional literacy.”
