Following the Philippines’ improved performance in the 2025 round of the Programme for International Student Assessment (PISA), Senate President Win Gatchalian said that learning recovery efforts and curriculum reforms will further improve Filipino learners’ performance.
Gatchalian cited the Academic Recovery and Accessible Learning (ARAL) Program as a key intervention in addressing learning gaps. An impact evaluation conducted by nonprofit organization Youth Impact, in collaboration with the Department of Education (DepEd) and the World Bank, found that the program resulted in 4.5 million fewer struggling readers in School Year 2025-2026.
While the ARAL Program received P8.9 billion this year, the National Expenditure Program (NEP) for fiscal year 2027 has zero allocation for the program. Gatchalian vowed, however, to fight for the program’s funding.
He also expressed optimism that learning outcomes will further improve following the enactment of Republic Act No. 12322, which removed the mandatory use of the spiral progression approach and gave DepEd greater flexibility in implementing the basic education curriculum.
“Ngayong nakikita natin sa resulta ng PISA na nasa tamang direksyon ang mga reporma sa edukasyon, patuloy nating susuportahan at patatatagin ang mga programang lalo pang magpapahusay sa kakayahan ng ating mga mag-aaral,” Gatchalian said.

Kasunod ng pagbuti ng performance ng Pilipinas sa 2025 round ng Programme for International Student Assessment (PISA), sinabi ni Senate President Win Gatchalian na lalo pang aangat ang performance ng mga mag-aaral na Pilipino sa tulong ng mga programa para sa learning recovery at mga reporma sa curriculum.
Tinukoy ni Gatchalian ang papel ng Academic Recovery and Accessible Learning (ARAL) Program sa pagtugon sa learning gaps. Batay sa impact evaluation na isinagawa ng nonprofit organization na Youth Impact, katuwang ang Department of Education (DepEd) at World Bank, nakatulong ang programa upang mabawasan ng 4.5 milyon ang bilang ng struggling readers noong School Year 2025-2026.
Nakatanggap ang ARAL Program ng P8.9 bilyong pondo ngayong taon, ngunit walang inilaan para sa programa sa ilalim ng 2027 National Expenditure Program (NEP). Gayunpaman, tiniyak ni Gatchalian na ipaglalaban niya ang pondo para sa programa.
Nagpahayag din siya ng kumpiyansa na lalo pang gaganda ang performance ng mga mag-aaral kasunod ng pagsasabatas ng Republic Act No. 12322. Inalis ng naturang batas ang mandatory na pagpapatupad ng spiral progression approach at binigyan ang DepEd ng mas malawak na flexibility sa pagpapatupad ng basic education curriculum.
