Senate President Win Gatchalian is urging the Department of Education (DepEd) to quickly fill newly created positions to better support learners with disabilities.
The Department of Budget and Management (DBM) has earlier approved 133 new plantilla positions, including Senior Education Program Specialists, Education Program Specialist IIs, Physical Therapist IIs, and Occupational Therapist IIs.
The Senate leader emphasized that the creation of these positions is consistent with the implementation of Republic Act No. 11650, or the ‘Instituting a Policy of Inclusion and Services for Learners with Disabilities in Support of Inclusive Education Act, which he co-authored and sponsored. The law ensures accessible education and related services for learners with disabilities.
“Bagama’t malaki pa ang pangangailangan natin sa mga eksperto para sa ating learners with disabilities, mahalagang unti-unti nating mapunan ang mga bagong posisyon upang matiyak ang epektibong paghahatid ng kinakailangang serbisyo at programa,” said Gatchalian.
The law also mandates its progressive realization. It mandated the DepEd to create a multi-year roadmap whose targets will include the creation of Inclusive Learning Resource Centers (ILRCs) and the creation of plantilla positions, among others.

Nanawagan si Senate President Win Gatchalian sa Department of Education (DepEd) na pabilisin ang pagpuno sa mga bagong likhang posisyon upang mas maayos na masuportahan ang mga learners with disabilities.
Nauna nang inaprubahan ng Department of Budget and Management (DBM) ang 133 bagong plantilla positions, kabilang ang Senior Education Program Specialists, mga Education Program Specialists II, mga Physical Therapists II, at Occupational Therapists.
Binigyang-diin ni Gatchalian na ang paglikha ng mga posisyong ito ay bahagi ng pagpapatupad ng Republic Act No. 11650, o ang Instituting a Policy of Inclusion and Services for Learners with Disabilities in Support of Inclusive Education Act, kung saan isa siya sa mga co-author at co-sponsor. Layon ng batas na matiyak ang accessible na edukasyon at mga kaugnay na serbisyo para sa learners with disabilities.

Inaatasan din ng batas ang unti-unting pagpapatupad ng mga probisyon nito. Kabilang dito ang pagbuo ng DepEd ng multi-year roadmap na magtatakda ng mga target, gaya ng pagtatayo ng Inclusive Learning Resource Centers (ILRCs) at paglikha ng mga plantilla positions.
