Senate President Win Gatchalian said the upper chamber will continue to closely scrutinize the budget of the Department of Public Works and Highways (DPWH) amid the continuing presence of “red flag” projects.
The Senate President reiterated such commitment at the recent hearing on the proposed budget of DPWH for 2027.
“Madami nang reforms pero marami pa ding nakakalusot sa scrutiny,” Gatchalian said, as he disclosed that his office’s review found that 7,107 of the 11,395 infrastructure projects proposed under the 2027 National Expenditure Program (NEP) were flagged for at least one red flag for various reasons. These projects had a total allocation of P455 billion under the 2027 NEP.
Such red-flag projects include those with no station number, duplicated projects, projects that reappeared in the 2027 NEP after being included in the 2026 General Appropriations Act (GAA), projects with no coordinates, lump-sum projects, overlapping and fragmented projects, projects with unspecified scopes of work, and projects with conflicting types of work.
“Madami pang room for improvement,” he said.

Sinabi ni Senate President Win Gatchalian na patuloy na susuriing mabuti ng mataas na kapulungan ang badyet ng Department of Public Works and Highways (DPWH) sa gitna ng patuloy na pagdami ng mga proyektong may “red flag.”
Inulit ng Senate President ang naturang komitment sa kamakailang pagdinig ukol sa iminumungkahing budget ng DPWH para sa taong 2027.
“Madami nang reforms pero marami pa ding nakakalusot sa scrutiny,” ani Gatchalian, habang isinasawalat na batay sa pagsusuri ng kanyang tanggapan, natuklasang 7,107 sa 11,395 na mga proyektong pang-imprastraktura na iminungkahi sa ilalim ng 2027 National Expenditure Program (NEP) ang namarkahan ng kahit isang red flag sa iba’t ibang dahilan. Ang mga proyektong ito ay may kabuuang alokasyon na P455 bilyon sa ilalim ng 2027 NEP.
Kabilang sa mga naturang proyektong may red flag ang mga walang station number, mga duplicate na proyekto, mga proyektong muling lumitaw sa 2027 NEP matapos maisama sa 2026 General Appropriations Act (GAA), mga proyektong walang coordinates, mga lump-sum na proyekto, mga nagpapatong-patong at pira-pirasong proyekto, mga proyektong hindi tinukoy ang saklaw ng trabaho, at mga proyektong magkakasalungat ang uri ng gagawing trabaho.
“Madami pang room for improvement,” aniya.
