Gatchalian Urges ERC to Probe Prolonged VisMin Power Shortages, Higher Electricity Rates

Senate President Win Gatchalian urged the Energy Regulatory Commission (ERC) to probe the prolonged shortage of electricity in Visayas and Mindanao that has caused substantially higher power rates in those regions compared to Luzon.

According to Gatchalian, the price of electricity in Luzon on the electricity spot market from July 26 to August 25 this year was P4.80 per kilowatt-hour (kWh) as against P18.59/kWh in Visayas and P19.56/kWh in Mindanao.

“Kung saan pa mataas ang poverty rates, sila pa ang nagbabayad ng mas mataas na kuryente. Obviously, its shortage of power,” he said at the Senate hearing on the proposed budget for the Department of Energy and its attached agencies for 2027.

While the ERC measures reliability performance through specific benchmarks for generation and distribution companies to minimize outages and stabilize the power grid, such a reliability index should be strictly enforced, Gatchalian emphasized.

He said the ERC should also investigate any anti-competitive behavior and collusion among generation companies to rule out the possibility that stakeholders are “gaming the system”. 

In Visayas alone, the region experienced 33 red alerts and 96 yellow alerts from January 1 to September 7 this year.


Gatchalian Hinimok ang ERC: Imbestigahan ang Palagiang Power Outage sa VisMin, Mataas na Singil sa Kuryente 

Hinimok ni Senate President Win Gatchalian ang Energy Regulatory Commission (ERC) na imbestigahan ang matagal nang kakulangan sa suplay ng kuryente sa Visayas at Mindanao, na nagresulta sa mas mataas na singil sa kuryente sa mga rehiyong ito kumpara sa Luzon.

Ayon kay Gatchalian, ang presyo ng kuryente sa Luzon sa electricity spot market mula Hulyo 26 hanggang Agosto 25 ngayong taon ay P4.80 bawat kilowatt-hour (kWh) kumpara sa P18.59/kWh sa Visayas at P19.56/kWh sa Mindanao.

Binigyang-diin ni Gatchalian na habang sinusukat ng ERC ang pagiging maaasahan ng mga generation at distribution company gamit ang mga itinakdang pamantayan para mabawasan ang mga power shortage at mapanatiling stable ang power grid, dapat mahigpit na ipatupad ang mga pamantayang ito.

Sinabi rin niya na dapat imbestigahan ng ERC kung may mga gawaing laban sa patas na kompetisyon o sabwatan sa pagitan ng mga generation company para matiyak na walang mga stakeholder na nananamantala o “nilalaro ang sistema.”

Sa Visayas pa lang, nakaranas na ang rehiyon ng 33 na red alert at 96 yellow alert mula Enero 1 hanggang Setyembre 7 ngayong taon.
