A new law grants the Department of Education (DepEd) the flexibility to determine the teaching methods in the rollout of the basic education curriculum, a development that Senate President Win Gatchalian hopes will lead to improved learning outcomes.
The enrolled measure, which lapsed into law as Republic Act No. 12322, amends the Enhanced Basic Education Act of 2013 (Republic Act No. 10533) by removing the requirement to use the spiral progression approach in implementing the K to 12 curriculum. DepEd can now adopt the teaching methods it considers most effective based on learners’ needs.
Under the spiral progression approach, learners are introduced to basic concepts in the early grades and revisit them in later years with increasing complexity. However, the Second Congressional Commission on Education (EDCOM II) flagged that the approach did not lead to cumulative learning. The Commission also pointed out that the framework forced teachers to become generalists rather than subject experts, especially in Science and Mathematics.

Isang bagong batas ang nagbibigay sa Department of Education (DepEd) ng flexibility o kalayaan na tukuyin ang pinaka-angkop na paraan ng pagtuturo para sa pagpapatupad ng basic education curriculum. Kasunod nito, umaasa si Senate President Win Gatchalian na matutulungan nito ang mga mag-aaral na mas maunawaan ang kanilang mga aralin.
Inamyendahan ng isinumiteng panukala – na naging Republic Act No. 12322 matapos lumagpas ang takdang panahon nang walang lagda ng Pangulo – ang Enhanced Basic Education Act of 2013 (Republic Act No. 10533). Inalis nito ang requirement na gamitin ang spiral progression approach sa pagpapatupad ng K to 12 curriculum. Dahil dito, maaari nang gamitin ng DepEd ang mga paraan ng pagtuturo na itinuturing nitong pinakamabisa batay sa pangangailangan ng mga mag-aaral.
Sa ilalim ng spiral progression approach, unang ipinakikilala sa mga mag-aaral ang mga basic concepts sa mabababang baitang. Binabalikan ang mga paksang ito sa mga susunod na baitang at nagiging mas komplikado ang pagtalakay ng mga paksang ito. Gayunman, binigyang-diin ng Second Congressional Commission on Education (EDCOM II) na hindi sapat ang natututunan ng mga mag-aaral sa ilalim ng umiiral na sistema. Tinukoy din ng Komisyon na napilitan sa ilalim ng framework ang mga guro na maging generalists sa halip na subject experts, lalo na sa Science at Mathematics.
