Senate President Win Gatchalian wants poor job seekers to receive discounts or fee waivers for obtaining the pre-employment documents required to secure gainful employment.
Senate Bill 638 or the Kabalikat sa Hanapbuhay Act seeks to provide a more equitable distribution of employment opportunities, with due regard to the specific needs of underprivileged Filipinos.
Under the proposed measure, indigent jobseekers will be given a 20% discount in the payment of fees for various government clearances and certificates needed for pre-employment applications. The bill also seeks to provide a waiver of fees required to acquire a transcript of records, transfer credentials, authenticated copy of diploma, and certificate of good moral character from state universities and colleges and local universities and colleges of indigent jobseekers.
“Poor job seekers should not be deprived of employment opportunities simply because they cannot afford the cost of securing pre-employment documents from various government agencies,” Gatchalian said.
“Sa panahon ng mataas na presyo ng mga bilihin, dapat nating gawing mas madali, hindi mas mahal, ang paghahanap ng trabaho para sa ating mahihirap na kababayan,” he added.

Nais ni Senate President Win Gatchalian na makatanggap ng discount o gawin nang libre ang pagkuha ng pre-employment documents ng mga ‘indigent’ o mahihirap na naghahanap ng trabaho.
Layon ng Senate Bill 638 o ang Kabalikat sa Hanapbuhay Act na gawing pantay ang pagbibigay ng oportunidad sa trabaho, habang isinasaalang-alang ang mga pangangailangan ng mga Pilipinong kapos-palad.
Sa ilalim ng nasabing panukalang batas, bibigyan ng 20% discount ang mga mahihirap na naghahanap ng trabaho sa pagbabayad ng iba’t ibang kinukuhang dokumento tulad ng mga clearance at mga certificate mula sa gobyerno na kailangan sa mga aplikasyon sa trabaho. Layon din ng panukala na gawin nang libre ang bayad sa pagkuha ng transcript of records, transfer credentials, authenticated copy ng diploma, at certificate of good moral character mula sa mga state at local universities and colleges para sa mga mahihirap na aplikante.
“Hindi dapat napagkakaitan ng oportunidad sa trabaho ang mga mahihirap na naghahanapbuhay dahil lang hindi nila kayang bayaran ang mga requirement para sa pagkuha ng pre-employment documents mula sa iba’t ibang ahensya ng gobyerno,” pahayag ni Gatchalian.
“Sa panahon ng mataas na presyo ng mga bilihin, dapat nating gawing mas madali, hindi mas mahal, ang paghahanap ng trabaho para sa ating mahihirap na kababayan,” dagdag pa niya.
