Senate President Pro Tempore Win Gatchalian has filed a resolution seeking an inquiry into the alarming frequency of red and yellow alerts issued by the National Grid Corporation of the Philippines (NGCP), which triggered power interruptions across Luzon and the Visayas.
“Projections that the El Niño weather phenomenon may strengthen in the last 4 months of the year, up to January next year, could exacerbate the power-supply gap in the country,” Gatchalian said, as he filed Proposed Senate Resolution 425.
He noted that from May 12 to May 31 alone, the NGCP placed the Visayas grid under red alert for approximately 22 interval hours and yellow alert for about 93 interval hours. Over the same period, the Luzon grid was under red alert for around 27 interval hours and yellow alert for approximately 5.5 interval hours.
According to the senator, the focus of the inquiry includes determining the country’s true power supply situation, ensuring grid reliability, holding erring stakeholders accountable, ensuring generation companies meet the highest industry standards, crafting effective government interventions, and strictly enforcing energy laws including demand-side management under the Energy Efficiency and Conservation Act.

Gatchalian Pinaiimbestigahan ang Madalas na Red, Yellow Alert ng NGCP sa Luzon at Visayas
Naghain ng resolusyon si Senate President Pro Tempore Win Gatchalian upang paimbestigahan ang nakababahalang dalas ng mga idinedeklarang red at yellow alert ng National Grid Corporation of the Philippines (NGCP), na nagdudulot ng mga serye ng brownout sa Luzon at Visayas.
“Ang mga prediksyon na maaaring lumakas ang El Niño sa huling apat na buwan ng taon hanggang Enero ng susunod na taon ay posibleng magpalala sa kakulangan ng suplay ng kuryente sa bansa,” sabi ni Gatchalian, kasabay ng paghahain ng Proposed Senate Resolution 425.
Binigyang-diin niya na mula Mayo 12 hanggang Mayo 31, isinailalim ang Visayas grid sa red alert sa loob ng 22 interval hours at sa yellow alert sa loob ng 93 interval hours. Sa parehong panahon, ang Luzon grid naman ay isinailalim sa red alert sa loob ng 27 interval hours at sa yellow alert sa loob ng halos 5.5 interval hours.
Ayon sa senador, kabilang sa tututukan ng imbestigasyon ang pagtukoy sa totoong sitwasyon ng suplay ng kuryente sa bansa, pagtiyak sa katatagan ng grid, pagpapanagot sa mga nagkakasalang stakeholder, pagtiyak na sumusunod ang mga generation companies sa pinakamataas na pamantayan ng industriya, pagbuo ng epektibong interbensyon ng pamahalaan, at ang mahgpit na pagpapatupad ng mga batas sa enerhiya kabilang ang demand-side management sa ilalim ng Energy Efficiency and Conservation Act.
