To help local government units (LGUs) improve the delivery and quality of education to their constituencies, Senator Win Gatchalian pushed anew his proposal to broaden the use of the Special Education Fund (SEF).
Gatchalian reiterated his proposal following the Department of Education’s move to optimize the SEF for additional classrooms, improved learning materials, and stronger support for teachers and learners.
Under the 21st Century School Boards Act (Senate Bill No. 53) filed by Gatchalian, the SEF may also be used to pay the salaries and wages of teachers, non-teaching personnel, and child development teachers and workers.
Gatchalian also seeks to allow the use of the SEF for procuring books, learning materials, and information and communication technology packages; establishing and maintaining extension or remedial classes; and granting honoraria and allowances to teaching and non-teaching personnel for services rendered beyond school hours, among others.
“Kung mapapalawak natin ang paggamit ng SEF, matutulungan natin ang mga LGUs na iangat ang kalidad ng edukasyon sa kanilang mga lugar,” said Gatchalian.
The proposed measure also mandates Local School Boards to formulate policies, reforms, and programs, with success measured through indicators such as National Achievement Test (NAT) scores, student participation rates, and dropout rates, among others.
Mas Pinalawak na Paggamit sa Special Education Fund Isinusulong ni Gatchalian
Upang matulungan ang mga local government units na iangat ang kalidad at patatagin ang paghahatid ng edukasyon sa kanilang mga nasasakupan, patuloy na isinusulong ni Senador Win Gatchalian ang kanyang panukalang palawakin ang saklaw ng paggamit sa Special Education Fund (SEF).
Binigyang diin ni Gatchalian ang kanyang mungkahi matapos ianunsyo ng Department of Education na patatatagin ang paggamit ng SEF para sa karagdagang classrooms, dekalidad na mga kagamitan sa pagtuturo, at mas malakas na suporta para sa mga guro at mag-aaral.
Sa ilalim ng 21st Century School Boards Act (Senate Bill No. 53) na inihain ni Gatchalian, maaaring gamitin ang SEF para sa sahod ng mga guro, non-teaching personnel, at child development teachers at workers.
Isinusulong din ni Gatchalian ang paggamit ng SEF para sa pagbili ng mga aklat, iba pang learning materials, at information and communication technology packages; pagpapatupad ng mga extension o remedial classes; pagbibigay ng honoraria at allowances sa mga guro at non-teaching personnel para sa mga serbisyong iginawad sa labas ng oras ng pasok, at iba pa.
“Kung mapapalawak natin ang paggamit ng SEF, matutulungan natin ang mga LGUs na iangat ang kalidad ng edukasyon sa kanilang mga lugar,” ani Gatchalian.
Nakasaad din sa panukalang batas na magiging mandato sa mga Local School Boards ang pagpapatupad ng mga polisiya, reporma, at mga programang nakatutok sa kalidad ng edukasyon. Susukatin ang tagumpay ng mga repormang ito sa pamamagitan ng mga National Achievement Test (NAT) scores, student participation rates, dropout rates, at iba pa.
