Gatchalian  Pushes Reforms in Teacher Education, Licensure

Senator Win Gatchalian pushed the need to strengthen teacher education, a move that entails aligning teacher education curriculum, training, and licensure examinations.

Gatchalian made this call in a meeting with Teacher Education Institutions (TEIs) and Dr. Penny A. Bishop, dean of Boston University Wheelock College of Education and Human Development. In the same meeting, Gatchalian flagged the uneven quality of teacher education in the country. 

Citing data from the Teacher Education Council (TEC), Gatchalian pointed out that only 2% or 35 out of 1,500 TEIs are Centers of Excellence. He also noted that the average passing rates for Elementary and Secondary Education takers of the Board Licensure Exam for Professional Teachers (BLEPT) stood at 50% and 57%, respectively, between 2021 and 2025.

The senator also cited findings of the Second Congressional Commission on Education (EDCOM II), which revealed that 62% of high school teachers are teaching subjects that they did not major in during college. 

To address these challenges, Gatchalian previously filed Senate Bill No. 52, which seeks to amend the Philippine Teachers Professionalization Act of 1994 (Republic Act No. 7836). 

“If we get teacher preparation right, we do not just improve our schools, we also uplift the future of every learner that passes through them,” Gatchalian said. 


Reporma sa Licensure, Edukasyon ng mga Guro Patuloy na Isinusulong ni Gatchalian

Patuloy na isinusulong ni Senador Win Gatchalian ang pagpapatibay ng edukasyon para sa mga guro, isang hakbang para sa pag-uugnay ng teacher education curriculum, pagsasanay, at licensure examinations. 

Ito ang naging panawagan ni Gatchalian sa isang pagpupulong na ginanap sa pagitan ng mga Teacher Education Institutions (TEIs) at ni Dr. Penny A. Bishop, dean ng Boston University Wheelock College of Education and Human Development. Sa naturang pagpupulong, pinuna ni Gatchalian ang hindi pagkakapantay-pantay ng kalidad ng teacher education sa bansa.

Batay sa datos ng Teacher Education Council (TEC), lumalabas na 2% lamang o 35 sa 1,500 TEIs ang itinuturing na Center of Excellence. Ibinahagi rin ni Gatchalian na sa pagitan ng mga taong 2021 at 2025, ang average passing rates para sa Elementary Education takers ng Board Licensure Exam for Professional Teachers (BLEPT) ay 50%, samantalang 57% naman para sa mga Secondary Education takers. 

Ibinahagi rin ni Gatchalian ang ulat ng Second Congressional Commission on Education (EDCOM II), kung saan lumalabas na 62% ng mga high school teachers ay nagtuturo ng mga subject na hindi naman nila pinag-aralan noong kolehiyo.

Upang matugunan ang mga hamong ito, inihain ni Gatchalian ang Senate Bill No. 52 na layong amyendahan ang Philippine Teachers Professionalization Act of 1994 (Republic Act No. 7836). 

“Kung magagawa natin nang tama ang paghahanda para sa ating mga guro, hindi lamang natin maiaangat ang ating mga paaralan, maiaangat din natin ang hinaharap ng mga kabataang pumapasok dito,” ani Gatchalian.
