Senator Win Gatchalian said he is seriously considering filing a measure that would regulate the use of artificial intelligence (AI) in the country, given the extent of damage that the technology could generate if used with malicious intent.
“Kailangang magkaroon ng some form of regulation sa paggamit ng AI. Kung gagawa ka ng videos at pictures gamit ang AI, dapat may accountability at kailangang i-disclose na gumamit ng AI dahil sa panahon ngayon na nag-iimprove ang technology ay napakahirap ma-detect kung AI o hindi,” said Gatchalian, chair of the Senate Committee on Finance during the budget deliberations on the proposed budget of the Department of Information Communications and Technology.
According to him, the growing use of AI technology could unleash greater disinformation and potentially exacerbate social divisions and erode public trust. “This is very dangerous especially now that anyone can be an AI artist. We need to take a look at this technology seriously moving forward,” he emphasized.
Gatchalian said the Cybercrime Investigation and Coordinating Center (CICC) has been very active in taking down deep fake AI clips. Still, the senator said a strong and proper legislation is essential to regulate AI use in the country.
