The new law provides that public school teachers will receive the higher teaching allowance starting School Year 2025-2026. This teaching allowance can be used for the purchase of tangible or intangible teaching supplies and materials, the payment of incidental expenses, and the implementation or conduct of various learning modalities.

“Nagpapasalamat ako sa Pangulo sa paglagda niya sa batas na magtataas sa teaching allowance ng ating public school teachers. Alam natin na madalas nag-aabono pa ang ating mga guro para sa mga binibili nilang kagamitan sa pagtuturo. Napapanahon nang itaas natin ang kanilang teaching allowance bilang tulong sa kanilang mga gastusin at sa pagtupad ng kanilang tungkulin,” said Gatchalian, Chairperson of the Senate Committee on Basic Education and one of the law’s co-authors.

Gatchalian also recalled that the Senate passed similar measures during the 17th and 18th Congresses. He added that institutionalizing the grant of the allowance would ensure its inclusion in the national budget every year. In previous years, the inclusion of a cash allowance for teaching supplies depended on congressional initiatives.

Moving forward, Gatchalian said that he will ensure adequate funding to implement the new law, which also provides that the teaching allowance shall not be subject to income tax.

Gatchalian thanked Sen. Bong Revilla, Jr., Chairperson of the Senate Committee on Civil Service, Government Reorganization and Professional Regulation for sponsoring the measure.
